My Macho Brace doesnt seem to work in pokemon Black?

I'm new to EV training and know the overall basics of IV's, EV's and such and I know the macho brace gives double EV's. My question is why when im training on litwick's it takes me four times untill there is a stat change on my pokemon, when it should only be two?
