Please help me with this relationship?

Ok iv been dating my boyfriend for close to 11 months however I have major issues. Ever since we started dating I always paid for everything when we go out I pay. Even on my birthday I took us out I didn't get anything from him. Its been so hard cause I feel like if we make plans I need to pay. I know things shouldn't be about materialistic stuff however its like he doesn't see the need to do anything for me. If I don't call him we hardly talk I always text him. I buy him things in the 11 months we've been together he hasn't done anything sweet for me. He flirts with females. At school he treats me like a friend. I don't know what to do please help. I get days where I feel like I'm putting in all the work. What should I do? Its so hard is he using me?
