Parrying in Legend of Zelda: Wind Waker?

So, my little sister and I were playing LoZ:Wind Waker and we got into a small argument. She's saying you couldn't use the Parry Attack/Counter up until you give up some Knight's Crests to Orca. I'm saying you could use the Parry as soon as you leave Outset Island and get chucked into the Forsaken Fortress. Quick responses would be lovely, thank you.
